As far as I can tell, it installs as some sort of service. Most likely to be use'd by Arcsoft media impressions software. I asume it possabily use's it for connecting cameras and the like, for use in direct importing of video or possably also audio files to make home movies ect.

its in your kodak easy share program. go to control panel, find programs,find kodak and click on it as an uninstall and it offers uninstall or change or repair. I chose repair as I knew I had installed the program and considered it as safe.
