I subscribe high speed internet access from 3web.com and I had to install their software to activate High Speed Access and access to my 3web acct. It is probably related.

I can confirm it's from the 3web ISP - I can't figure out how to remove it though. Help on that would be welcome

CIA or 3Web uses this .dll for their program. If you use 3web or CIA you will not be able to log in to use dial up if your highspeed is down. When you go to connect a box comes up and states that their is part of the program missing and names the file as AFE.dll and the fact that it is missing. This causes you to have to re-instll the software to get your 3web to work
