Comes as part of Charter DigiDo wireless connection manager. I don't have a link, just looked in the service properties and the executable is located in %programfiles%\charter\DigiDo\AffinityService.exe
As a part of DigiDo, from Charter, I find it worthless, especially once your network is established. It needs to be updated.
Affinegy (TWC Wifi) caused Windows 10 to stop running the Group Policy Control service and that prevented the proper operation of Windows Update, Google Chrome, and a few other things.
