Its an application that installs with Itunes that keeps your mp3 files and applications that you put on a mobile device organized and backed up. If you make app purchases from Apples Store they are downloaded to Itunes. then syncing puts the ones you select on a mobile device and backs them up. Syncnotifier uses no resources that I can notice at all and has never been the cause of any problems to me in 4 years. without it I would be ruined by losing all my music and applications I have purchased. It has saved me several times. I highly recommend using it if you use Itunes and a mobile mp3 play
