ASGT is a service for managing the ASUS GPU Tweak program. This program is optionally installed and is found with the drivers delivered with any ASUS graphic cards. The service can be disabled safely. ASUS GPU Tweak can be run without the service being initiated, so I'm not sure of what's the service's purpose.

This is an official ASUS application for use with their Radeaon based graphics cards and AFAIC it is safe and used to control over-clocking for use with games and sims. I sue it myself and it is stable and appears perfectly safe form a responsible outlet too.

Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time. Use the 6resmon command to identify the processes that are causing your problem. Even for serious problems, rather than reinstalling Windows, you are better off repairing of your installation or, for Windows 8 and later versions, executing the 7DISM.exe /Online /Cleanup-image /Restorehealth command. This allows you to repair the operating system without losing data.
