I wasn't able to open audio controls, install varius software, etc etc, i went through and closed each running program one by one to see which software was causing the problems, it turned out to be ATITRAY.. wtf is up with that software? be careful

ATI Tray Tool - allows quick access to ATI graphics card settings. Not required - typically infrequently used tasks that can be started manually if necessary.
It is NOT made by ATI; it was made by Ray Adams to replace the Catalyst Tray icon. It is not harmful that I know of. You must be thinking of “ATI Tool”, witch is made by ATI for overclocking ATI cards only. (this app has that ability also)

if your running custom fan speeds/overclocks like me and you turn this off you cancle that out. If you don't know why it there or haven't installed it nor know of any use for it it would probably be safe to remove it and see what happens.
