Supposedly an HP related file

According to the HP Support website, the purpose of this utility is “to position the HP ToolKit icon [on IE] after the first time the computer is started”. It sounds like it is supposed to remove itself after running the first time. HP provides a fix that simply removes the utility from the startup process.
