running with X-Lite can't be deleted if X-Lite is running; but it can be Ended by the Task Manager (Win8) and X-Lite continue working

Used by Quicken 2016 to connect to Intuit at Although uncertain reason. It occurs just prior to desktop client connecting to the cloud for sync or password verification. However a pop-up occurs immediately after connecting, warning of "Annual Privacy Notice" that cannot be stopped, every time the program opens. Intuit Support unable (unwilling) to fix.
