The process starts sometimes, though not always, with 'The Elder Scrolls Online' and causes some hardware lags (stutter); furthermore I am not sure whether it came with this game's installation or not. However, the process can be terminated in windows task manager.

It may be essential for certain programs, but not Windows. I do use X-Lite, and it's important for it to run.

Used by Quicken 2016 to connect to Intuit at sb2.h-intuit.online-metrix.net Although uncertain reason. It occurs just prior to desktop client connecting to the cloud for sync or password verification. However a pop-up occurs immediately after connecting, warning of "Annual Privacy Notice" that cannot be stopped, every time the program opens. Intuit Support unable (unwilling) to fix.
