Yes, there is a legitimate file out there with this name, however, none of my other communications files have been updated in over 6 months. This file shows a created date of 3 years ago, and was only recently detected by WinPatrol. Seriously, run a good scanner telling it to SCAN ALL files on your system. I was surprised.
   
I think it has something to do with computrace (lojack) so they can locate a stolen laptop via isp
