Only came up after new XP update and changes to network settings
It prevents you from opening the Task Manager
Used by compaq IJ650 printers.. I wouldn't delete it unless you don't use your printer and have incoming port 1029 blocked by your router
I am pretty sure this file is installed when I load the application for my Compaq Inkjet 650 printer.
I killed my copy, and was still able to print things...
