It is an online registration for their products sound card webcam etc
only what i just read here but wanted to add that I became aware of this after checking the details from a dangerous start up program warning after glary utilities scan and the fact that I had just re-installed my Creative E-MU midi-interface and skipped re-registering it. I'ld be concerned if I didn't have a register-able product from Creative Creative Professional Technology website

Its's on my computer. Probably from the creative webcam I installed. Causes my MP to run full throttle. Drains a 4 hr batt. in 1hr 15min. I can suspend it through viewing performance monitor. However, this file will return during startup.
I did purchase a soundcard from Creative Soundblaster, but the thing is it started eating up all my CPU power. What happened exactly is I defragged my computer and I let it restart, then the product registration window kept popping up (CTRegRun). Couldn't figure out how to close it so I just went to task manager to stop the process entirely. Apparently it didn't end there. I restarted my computer again and this time it was eating up the CPU power, as stated before. I guess it was trying to load the window but wouldn't, so I just deleted CTRegRun. CPU problem was fixed.
