After 30 minutes it causes the computer to loose memory and then you have to restart your computer.

I found this running on both Window ME and 98. The indications were that Internet Explorer was not working. When activating IE, an hourglass would appear and then go away and IE would not open. On the ME system, I found an actual folder named CXTPLS in Program Files and it had an uninstaller. Problem solved. On the Win98 system, the file was in a C:\TEMP folder and would not allow deletion. Restarted to command prompt, went to C:\temp folder and deleted file. Problem solved.
