If you have a dongle, or wifi modem, its used by it. It's from a company called Huawei Tech., a front for Chinese intelligence services. It will just report what you are doing back to Beijing offices, but will not interfere with anything else. So just leave it alone, and don't say nothing bad about Chairman Mao, or it may punish you.
