Normally that file is the M-Audio Delta Control Panel for M-Audio brand Delta series audio cards, which should bring up an icon that shows up in the notification tray (like antivirus and messenger programs), but it can also be accessed through the control panel.

On my computer, this is the .EXE for the Midiman/Delta Audio sound card - the system tray applet. Of course, if you don't have a sound card installed from this brand (or never had), then there's something fishy. You may just try doing a selective startup inside msconfig tool by deselecting this item. That shouldn't hurt and it will keep you all options open (reactivate it later, or get rid of it if it turns out you don't need it).
