In my opinion only, I have no "facts", dinotify is an installer for device drivers, it runs every gawddamn single time I start my laptop and never ever ever finds the driver (the driver it's looking for is for my Leap Motion controller). I certainly wish dinotify would stop doing that, it freezes up my laptop for awhile, but I'm not risking the wrath of Microsoft's "staff" when the person at the top isn't responsible for the product itself and currently rides on laurels and kowtowing to Microsoft's employees instead of running his business.

A device driver search and installation program, it may not always be necessary but can be important if attaching additional hardware including USB storage. Removal runs the risk of causing peripherals to not interface correctly.
