It is a Bestcrypt file used to disable access to Bestcrypt container files. It is acquired when Bestcrypt "calls home" via the internet and compares registration info against a list of known compromised registrations. If it is determined that the registration info is one of the compromised registrations, hplun.dll is copied to your C:\Windows\System32 directory and Bestcrypt will not allow you to mount a volume. Not a good thing to have if you use Bestcrypt with a stolen registration.
