If you have PGP 10.03 on your system then this file loads the PGP system tray. I tested it by disabling, rebooting.The tray icon disappeared. It reappeared when it was enabled
This is a normal background process for PGP Desktop, and should NOT be rated as 36% dangerous. It's been around for over a decade now, and was Created by Phil Zimmerman.
