iertutil.dll is located in an update for microsoft service pack 3. This update tried to install Internet Explorer 8 on my computer ( i assume becasue i had removed it and installed IE7 a month ago) and when the computer restarted i had no desktop GUI. I could only run from my XP OS's task manager 's run command. I can get online becasue i have fire fox as a second browser.
