It's from Spyware Doctor's previous version. If you uninstall Spyware Doctor and download and reinstall the newest version you'll find that it is no longer being installed.
It's part of Spyware Doctor. No problems with it on XP.
Now works ok within XP pro. Can be removed with Sysmech6 Pro very cleanly
