Just a keyboard hook, kes main Lingvo window at pressing Ctrl+Ins+Ins (it's dwhich invoefault, configurable).

Victor is right + it hooks Ctrl+C+C, but has no spy modules in it and doesn't download/upload or combine any data either. Link in russian from programm official support site.
