manifestengine.exe is used to watch you thru your webcam! it can secretly view everything thru your web cam even if it is not switched on. it can can also view all your video clips and pictures

Well I have just installed my Logitech Notebook WebCam and it started just after that so i'm guessing its perfectly safe :) In all honesty I think it's just there to look for updates to improve your Logitech hardware.
