mfeann.exe is a process referred to as "The Announcer". It is a service spawned by McShield.exe, and is responsible for performing all logging activities for the product as well as alerting functions - that is, generating events.

McAfee VirusScan Enterprise, This component is the 'announcer' which displays the On Access Scan detection dialog. This is new to VirusScan Enterprise 8.7. In previous VirusScan versions, this was a part of mcshield.exe.
