It is not listed in the control panel and it is write protected so you can not delete the file from Program Files
It is not dangerous. However, it is a real CPU hog and really slows down everything (it is supposed to scan for malware). Malwarebytes is much better.
Mandiant provides a number of security solutions for corporations. miragent.exe is an application that is deployed to pc's to do a number of things, mostly logging related like web traffic, intrusion detection, and data loss prevention. If you see this process running it is probably on your company issued computer and was put there by your IT department, as part of their security suite. It occasionally runs scans and will drive up the CPU to 100%, if your IT department is good the priority will be set low so it doesn't kill your system and will be restricted so you can't stop it.
