it locks out user from c: drive and does not allow the opening of files and or the c:drive from run menu, only way i know how to get rid of it is to find it on your computer and delete it, but it is stored in a hidden file when your computer and by restarting you computer you will have a unknown amount of time to beable to open up your directories without it affecting you so it is possible to use this time to search for and delete this file
