This was installed with my Nokia 5800 software. I think it is the app that detects your phone being plugged in to the USB port and opens the Nokia tools.

I have uninstalled Nokia OVI Suite now BUT NclUSBSrv.exe is still running (yes i have rebooted the PC). when i kill the process it will restart within a few seconds. searching on all drives (or registry) for file NclUSBSvr.exe is useless... same with file NclRSSrv.exe
