I was reviewing my "Windows Task Manager" and I saw there
AFAIK, it is part of the AT&T VPN dialer.

There seemed to be a lot of heat coming from my notebook but I was barely using it. NetCfgSv.EXE was using 99 CPU and a hell of a lot more page file memory than usual. When this starts draining resources, it means something else is working your net connection and can be quite a worry. Don't delete this file or you'll be screwed connecting to the net - but watch out for others!
