Covenant Eyes is a legitimate program that must be willing installed a computer (it requires a username and password). If there are problems with nmSvc.exe then it is most likely a bugged install or a conflict with another program (usually an antivirus program or firewall). There is also a similar file nmFlt.exe which is the filter part of the CE program. If having errors with either program, call the CE Tech Support Center for help fixing or removing it from your computer.
