Covenant Eyes is a legitimate program that must be willing installed a computer (it requires a username and password). If there are problems with nmSvc.exe then it is most likely a bugged install or a conflict with another program (usually an antivirus program or firewall). There is also a similar file nmFlt.exe which is the filter part of the CE program.
