It is a file that is installed by Lotus Notes when Single Sign-On feature is installed (this is not a default feature to install). With this service running in Windows, users only have to log-on to windows. Lotus Notes will start without requiring the user to reenter the password . Of course, the passwords have to be the same.
I removed it and Lotus Notes gave an error message.

A clean and tidy computer is the key requirement for avoiding problems with nslsvice. This means running a scan for malware, cleaning your hard drive using cleanmgr and sfc /scannow, uninstalling programs that you no longer need, checking for Autostart programs (using msconfig) and enabling Windows' Automatic Update. Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time.
