This may be part of the driver for the Okidata Color Laser 5150 This is the only Okidata product on our network

It's Oki Data Corporations, very likly the driver for OKI Color Printer C5200. There is a bug in version eating a lot of Win32 Handles
It is indeed an Okidata print spooler that continually crashes the Windows server print spooler so I've disabled it and my Oki printers work without it.
is definitively a part of okis c5200 driver (the driver installation contains that file)

This is the Okidata print spooler for a series of Oki color laser printers, including the 5150, 5200n, and 5200ne. If it's causing a problem, kill it in Task Manager and download the latest version of the driver. I'm including a link to the version for the 5200n and 5200ne.

I shut it down after it had eaten 39,228 handles in 3 days. Depends what sort of printing setup you have whether it may be needed.

Best practices for resolving ophaldcs issues

A clean and tidy computer is the key requirement for avoiding problems with ophaldcs. This means running a scan for malware, cleaning your hard drive using cleanmgr and sfc /scannow, uninstalling programs that you no longer need, checking for Autostart programs (using msconfig) and enabling Windows' Automatic Update. Always remember to perform periodic backups, or at least to set restore points.

Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time. Use the resmon command to identify the processes that are causing your problem. Even for serious problems, rather than reinstalling Windows, you are better off repairing of your installation or, for Windows 8 and later versions, executing the DISM.exe /Online /Cleanup-image /Restorehealth command. This allows you to repair the operating system without losing data.

To help you analyze the ophaldcs.exe process on your computer, the following programs have proven to be helpful: Security Task Manager displays all running Windows tasks, including embedded hidden processes, such as keyboard and browser monitoring or Autostart entries.
