This program seems to have appeared on a number of computers late last year, around October to December. Based on the info in the link below and other sites liked to in there this seems to be harmful. It definitely slows computers down and it may do other harmful stuff. I recommend removing it right away. otshot.exe can also appear under some variations of this name, to be sure whether or not you have it, search for *otshot*.* to cover all possible variations on this name
