Its from Creative sound blaster, or creative audigy drivers.
Also had this file error popup after installation of Windows 8 RTM. Searched for the file in the Registry, found it, deleted it, problem solved. The P17RunE.dll entry in my registry was in a group of entries associated with my Samsung Laser All-In-One.
SBLive! 24bit driver .dll not neither essential or harmful.

It is probably responsible for the detection of jack type in use (Headset, speakers 2.1, speakers 7.1, etc.). Extracting readable text in file, what stands out, you can find "SpeakerConfigRestoreDelay" and "HeadphoneJackDetectionRestore". Disable this can solve problems with wrong detection.

On my computer the file sees to be associated with Bitdefender anti-virus program. It was found running by using mscofig via the command line. Scroll through the list of running programs. I took no action. -------- I try to look the list from time to time look for "naughty" entries. You could use the windows snipping tool to copy any screen display for future reference/print out
most .flac sound files will not run if you're getting this message. far from harmless, if you use the superior .flac format.
