It is a PCI to PC CARD interface driver meant to bridge software applications to hardware installed ino PC CARD (CARDBUS) slots. it is only needed for laptops, or Desktop PC's that have a PCI to PC CARD (CARDBUS or PCMCIA - all 3 are the same) Bridge. If you own a Desktop and you don't know what a PCMCIA is you probably don't need it.
