When I installed Acer Crystal Eye webcam software (Suyin's "Camera_Suyin_v2.0.4_Vistax86x64_XPx86x64") from the official Acer website driver support (under Driver tab), the PLFSetL.exe process was installed as auto-start in MSConfig (which I later disabled from auto-run). Webcam works perfectly without PLFSetL.exe auto-starting, and curious, PLFSetL.exe does not starts when webcam starts.
USB-Video tool, got with Acer integrated Crystal Eye webcam. In snp2uvc.PNF, belonging to its inf file, (C:\Windows\System32\DriverStore\FileRepository\)words like "Category Capture"(!) "CoInstallation""Plugin""AutoStartEnable" "SnapshotControl"(!)and"Facetrack"(!) are found.
i think it is related to windows 10 upgrade....dont do anything to is needed for ur system to stay correct after upgrade

Best practices for resolving PLFSetL issues

A clean and tidy computer is the key requirement for avoiding problems with PLFSetL. This means running a scan for malware, cleaning your hard drive using cleanmgr and sfc /scannow, uninstalling programs that you no longer need, checking for Autostart programs (using msconfig) and enabling Windows' Automatic Update. Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time. Use the resmon command to identify the processes that are causing your problem. Even for serious problems, rather than reinstalling Windows, you are better off repairing of your installation or, for Windows 8 and later versions, executing the DISM.exe /Online /Cleanup-image /Restorehealth command. This allows you to repair the operating system without losing data.
