i think it's to enable remote control over spyware scans and so on in a corporate environment. if you have ever used Pestpatrol corporate edition or similar and still do, then leave it, if not get rid.

Part of eTrust's Pest Patrol, can cause IE to hang, especially on javascript intense pages like Yahoo. YMMV
