Given that I have a Progress database behind the ERP software I'm running, and this shows as Progress Prowin 32, it's going to be the backend database for some data driven software package.
This, as the Michael Ludes also says, is the GUI element of the Progress database engine. It is certainly neither malicious or core to windows; it is flaky and subject to frequent crashes though.
