Chinese chat programs file, not dangerous.
cause problem sometimes
It is a chatting program(unsecure in my opinion), and carry some caution during use. Very prone/Imbedded with spywares and services that is less than desire. Also just like AIM, users are likely to receive other spywares(through other user(s)), too.
QQIEhelper.dll is a file in the largest chinese chat program "QQ". its not dangerous. but if you cannot remove this file , try close all internet explore windows. then delete

It is a file belong to a Chinese chat program, Tencent is the company name call QQ , it is very popular in China, I have been using this since 2005, I don't see anything wrong with this.
