Garth Wayne Gairrett and (nameless) have got it right. It is in relation to Microsoft Personal Web Server, which is tied in to Microsoft Message Queue Server. If you do not trust Microsoft with this feature, you should simply Un-Install this Windows / Office tool. I have included a link to the Microsoft KnowledgeBase page which describes how.
