Part Of Superantispyware which i have used for years. Definately safe.
Security Task Manager says "66" rating it's a ShellExec Hook, but what's suspicious is it gives off a c\documents and settings and a "my projects". Use this program at your discretion. Also Super Anti Spyware leaves stuff after uninstalls. You can disable this process. It's actually the No#1 process after Comodo Firewall
