This file is Used by WINDVR to Schedule Recording Tasks. In windows 2003 it some times hand when windvr is launched and process usage reaches to 50-75%, if you terminate this file windvr will still work but you wont be able to Schedule recordings, if you dont Use it for Scheduling i recomend remove it
