Smart Dual LAN is an intel utility. When the computer boots up it will use which ever lan port that is not disabled to gain access to the internet or whatever access you are using for a network regardless of wich port the lan cable is plugged into. Very annoying. Simply uninstall it to gain control over your ports again.
