This particular Panda component does inhibit scrolling operation of touchpad mice using Synaptics driver software. Normal mouse operation restored by terminating Srvload in Task Manager.

While this particular file is running, it prevents scrolling operations on touchpad mice using Synaptics driver software. While it probably isn't dangerous, it is a nuisance if it impacts negatively on normal operation of other legitmate products/devices.
