the one I have is v1.2.573.0, 68.0 KB (69,632 bytes) and probably came with the OEM Roxio Creator suite. I don't like fact that it is always running in background as a service, since I rarely ever need or use CD labeling

It is listed in Msconfig as manufactured by MacroVision Development Inc who provides CD/DVD labelers. In my case I have Express Labeler from Roxio and it is undoubtedly connected to that. It came pre-installed on my HP Pavilion before any other connections were made so it is undoubtedly safe.

I had a problem with my computer not shutting down so I did a clean boot and determined that stllssvr.exe along with RoxMediaDB9 were causing my computer to not be able to shut down. I had to diable both for my computer to shutdown and now it works fine. I don't know what is up with the file but since it's not neccessary I have it disabled.

Is located in "C:\Program Files (x86)\Common Files\SureThing Shared\stllssvr.exe" so no doubt is part of the SureThing app.

This is a service often required for Roxio Express labeler that ships with many computers, it is safe to disable as it's not a Microsoft essential service. You may need to enable for proper function of Roxio's labeling software.
  Rhys
just disable services you don't need or use frequently in msconfig, disable stuff you don't need and about stllssvr, it's harmless and comes with Roxio

While troubleshooting windows 7 stuck at welcome screen, I found this service to be harmless, disabling it did not help towards the fix.

Best practices for resolving stllssvr issues

A clean and tidy computer is the key requirement for avoiding problems with stllssvr. This means running a scan for malware, cleaning your hard drive using cleanmgr and sfc /scannow, uninstalling programs that you no longer need, checking for Autostart programs (using msconfig) and enabling Windows' Automatic Update. Always remember to perform periodic backups, or at least to set restore points.

Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time. Use the resmon command to identify the processes that are causing your problem. Even for serious problems, rather than reinstalling Windows, you are better off doing a repair of your installation, or in the case of Windows 8, executing the DISM.exe /Online /Cleanup-image /Restorehealth command. This allows you to repair the operating system without losing data.

To help you analyze the stllssvr.exe process on your computer, the following programs have proven to be helpful: Security Task Manager displays all running Windows tasks, including embedded hidden processes, such as keyboard and browser monitoring or Autostart entries.
