Touchpad support (hence "TP" in the process name), killing the process will reduce functionality of a laptop touchpad. Killing the reg key is probably like unplugging your mouse.

Synaptics Pointing Device Starter. Synaptics TouchPad, Mouse, and Multimedia sidebar Enhancements driver for laptops. The TouchPad and Mouse (whether you are using an external mouse or your finger on the touchpad) actually work perfectly well without this program. The main purpose of this program, however, is to enable the user to configure the special features through the Mouse icon in the Control Panel, such as, for example, the Media Center keyboard touchbar on the right-hand side of your Media Centre laptop keyboard on some laptops.
