It is part of a security suite software that is provided by Cox (Communications) high speed internet - An American Internet Provider. The security suite is designed and maintained by a company called Authentium. Unless you live in the United States, and Cox is your internet provider, you can delete this from your computer. It should not be harmful, but is pointless to have on your computer.
it is part of cox securiy suite
Also related to a program called "curtains for windows" seems to be linked to this website which seems bogus in itself

Best practices for resolving syssvcnt issues

A clean and tidy computer is the key requirement for avoiding problems with syssvcnt. This means running a scan for malware, cleaning your hard drive using cleanmgr and sfc /scannow, uninstalling programs that you no longer need, checking for Autostart programs (using msconfig) and enabling Windows' Automatic Update. Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time.
