TBPanel.exe is low in resources application witch shows the status of you graphics card or other hardware, A technician put it onto my computer when he changed my graphics card after a service call i made... Seems to be ok, it just let you make settings about your hardware and she its performance. Maybe he just forgot to uninstall it or it is needed for my pc to work, i have no idea.
