I couldn't access the internet either, after having the urgent red notifications pop up telling me to download Internet Security and let them fix malware for me. I went to the control panel and cleared internet history (downloads, cookies, passwords, etc) and the problem went away !
I have tried running both with and without this app. I do not believe it is malicious but the Toshiba Value Added package (TVAP download) is needed to get the lighted strip of controls above the keyboard to work correctly on my A665 laptop. See Toshiba website or search for Problems with Wifi on Toshiba by Model number
It is a valid piece of software for your Toshiba device to control some hardware.
