This is one of the process run by toshiba bluetooth stack. It will be running if you have Toshiba Bluetooth stack installed on your PC

I instaled it myselve. The software came with a Sitecom bluetooth device.

It also comes with MSI Wind. My WiFi connection went down when I blocked it with firewall, so I wouldn't recomend deleting it.
