On Toshiba laptops. Lets you make your CD/DVD drive more quiet than usual.
It is intended to deliberately slow down a CD or DVD if it is out of balance and noisy/vibrating while playing. I believe you have to turn it on manually from the system tray when you detect this problem. But it might do so automatically. I would remove it from the startup and reactivate it only if you frequently encounter the problem it is designed to address
