You can safely disable this by turning off caching in your TortoiseSVN settings (set to 'none')

I know it's for tortoiseSVN, but it just recently would not stop with popups no matter what I did, it finally took my Anit-Virus to say it was doing something suspicous for it to finally stop, also, when it was running, everything except task manager was frozen, I rate this as being potentally dangerous. Also, it popped up on complete random, I was just looking over Garry's Mod files when it came up...

Not dangerous, for example, if you have GMod installed (It's a games, but it works not only on that game, this is just example) So, you wanna to mod the game, so you find the mod, and it's a SVN type of link to download the mod, so you copy the link, choose the place where to put the mod, and it downloads. Not only that, but later , with just one click, it updates the mod when its out of date. It updates the mod from the same link you gave it at start.
