Unless there is another application using this filename, I know for a fact it is part of the Meade LPI (Lunar Planetary Imager) install.

Showed up after loading Meade Lunar Planetary Imager. I loaded LPI on 2 out of my 3 PC's. The 2 loaded with LPI have this Snapshot Viewer popup window upon bootup. Isolated popup to vsnphv71.exe
